I did my '48 speedo myself a few years ago with mixed results.

the shrinking plastic on the indicator is easy. Just get some clear acrylic from a hobby shop. The metal ring is very fragile so watch how you handle it. You'll need to make a puller to get the indicator hub off the shaft. Lathe and mill required.
So I cleaned it up, painted the flat black ring, did my pointer thing, reassembled it, and it's accuracy is for crap. The damping fluid on the spring tensioned spindle is gone after 50 years. After all this, I'd recommend one of the good instrument rebuild houses you can find on the web. You'll pay a couple hundred for the rebuild. Me? I'll just let it register whatever speed it cares to. Looks good though....
