Yup, you are ready for a valve job. 90psi is low for cylinder pressure. If the other 7 are about the same, just drive it like that until it dies. If the other 7 are like 135-160 psi, then the engine is healthy enough for a pair of heads. Just mail-order a pair or remanufactured ones, along with a gasket kit. One week-end, you'll running fine, at a minimum of cost.
