Just call your local inspection station, they'll tell you what to do. Also, the DOM of the engine will be stamped right on it anyway, so dig through the grime on the block, and you'll find it.

You're lucky that 78 was the last year of the big block, and the last year of nearly emission free trucks. The level of emission controls is determined by the GVW, so check that. You should only need a sealing gas cap, charcoal canister, heat stove air cleaner, an OSHAC valve, and thats about it, unless CA vehicles were more strict in 78.
