The egr system infuses cooled exhaust gasses into the engine under certain manifold vacuum conditions. The net effect is to reclaim some of that unburned fuel in the exhaust, therefore reducing emissions a bit as it's re burned.

The technical side of it is that due to the relatively lean mixtures of these engines they are more prone to preignition and detonation which makes nasty emissions.
Not to mention cooked valves and holed pistons. The egr gasses help to reduce these conditions by altering the mixture fuel density. As you know 454's will knock on todays crap fuels unless you richen them up or retard the timing.

You be the judge if you need it or not. Unless the state inspects under the hood!
