Hold a 4 or 8 pound hammer against one side and hit the opposite side with another 4 pound hammer. Work your way around it and they usually come off fairly easily.
What happens is you (very) slightly stretch the eye of the arm and destroy any crud that may be in there. If really bad use penetrant as well, hit it around, soak overnight and do it again - or use the correct puller.
