I believe you have 14K axles but those sure look like 7K springs and shackles. Mine are a slipper spring design and don't use shackles at all but your springs appear to be very similiar to my brothers 7K trailer and much smaller than the 12k I have. Maybe you could retrofit the slipper style springs, I am out of town but I will email you pictures when I get back. Might even lift the trailer slightly.
