You can get whatever you want out of a barrel of crude depending how you want to crack it. Cracking crude has gone from an atmosperic process, to a vacumm process, and now a catalytic process. As we have become more efficient at the process the refiner has to plan ahead on what products he wants from the crude. You can take crude down to pretty much coke.

Many power plants burn residual fuels which used to be cheap as they were a by-product. Today the refiner has to plan ahead to have residual fuels left over and the price has also gone up ten fold.
