My understanding is there are basically two types of "synthetic" oils.

The first are oils that start with much more highly purified base stock to which they add the additive package. It would be like using distilled water in your radiator, it started as the same water you get from the tap, it's just been treated to be as close to pure H2O as you can get.

The second type is essentially man-made oil. They take base chemicals and "build" the oil and additives from that. To continue the example it would be like taking Hydrogen and Oxygen and making the water.

Technically both were oil at one point, the first is just more "pure" and refined than regular oil. The second is actually broken down into constituent parts and then rebuilt into oil.

I'm sure oil from different sources have different quality, though I would expect that modern treatment processes remove most of the differences, the rest would be taken care of through the additive package. In todays global economy I doubt any manufacturer restricts their base stocks too much. They buy whatever base grade they need that's cheapest and let the chemists make it uniform.

The real magic is in the additive packages any more. What chemicals and treatments they use and how much of each they add probably has more to do with the oil's characteristics than the base stock any more (for conventional oil).
