rust, as we know is oxidized iron,most of the converters on the market are tannic acid or phosphoric acid based.as previously mentioned these will convert iron oxide to another form. personally i prefer to remove ALL rust. i cant stand it.you can not expect good adhesion of paint if the surface is not clean. in the plating industry, cleaning is paramount to good adhesion.the door i have pictured is bare steel. it has had the paint alkaline stripped, then the door was dipped into a hot sulphuric acid bath and then eletrolytically reverse current cleaned. this produces an extremely clean surface without warping the thin steel the way sand blasting might. electrolytic cleaning is not recomended on steel having an RC hardness over 31 without some type of hydrogen embrittlement relieve being performed [baking at 375 degrees x 4hr usually]. unfortunaltey not everybody has access to this type of facility.
