Every thing now works.
I'm answering my own question since no one else seems to be able to do it. After some investigation on my own, I found there is a fuse that is protected by a black locking tab. It is located within the fuse box on the drivers side door jamb. It's labeled "IOD" 10A. IOD stands for "Ignition Off Draw" and it is specifically there for items that directly tie to the battery to operate when your vehicle is not running, and also when the key is out of the ignition. The IOD fuse protects and supplies 12VDC to the Dome & Map lights, Power Mirrors, Cargo lights, Head lights, Parking lights, and other misc. accessories that operate while the vehicle is off
