Yes washers are re-usable as are nuts. The pointy ends of the nuts are compressed against the stud by the conical washer so they can't wear out and loose their spring like common lock nuts.

I have heard many tales of brazing or welding a manifold in place but have not done it myself or seen it in person. I don't think the heat provided by running the engine will make much difference. Ideally you'd get the whole end of it around #1 evenly red hot when brazing. It seems to me this would likely cause too much expansion and break the gasket's seal, or crack the manifold due to it not being free to move. I think it's best to remove it even though the stud nuts can be a pain to get loose. Manifold-to-block gaskets are cheap and readily available. Either way, drill the ends of the crack so it doesn't crack further.

As for the civi vs M37 manifolds, I can't go look at mine now. There are 3 versions of 230 manifolds -- rear dump angled backwards, rear dump angled straight down, and center dump. The m37 is the first kind, and I would think the civi also should be but someone else would have to say for sure.

Personally, I would feel fine about repairing the existing one by brazing, but I would take it off the engine and do the job right. That's a good time to free up the heat riser too, if yours is stuck.
