Most cars had rear axle shafts with the flange as one piece. No way to ever turn them 'on the hubs'. No problem either.

But from my experience, turning drums and rotors is seldom required.

Why grind away rare and expensive iron?

The book says "out of round or bell mouthed", or hard spots. Out of round means a pulsing pedal, which is usually felt, not measured. And none of the shops I ever worked at had any way of measuring bell mouth either.

So I haven't turned a drum or rotor in about 500,000 miles.
