They want newer plates. They tell you so it's so you can be seen in the head lights of a car if you are parked and etc. The real reason is the the plates are highly reflective and that is what they want for their radars and etc. They really light up with those plates. They also require you to replace them every so many years as the reflective paint dies with sun exposure.
They just want you to light up for them. Money making on their part.
