I might suggest that he check to stops again. Did someone in the past change or alter one or replaced one after it breaking. Are the stops the same length. Also check the knuckle where they hit for any differences. I would suggest checking the number of degrees the wheels are turned at both full left and full right with the stops in full contact. He needs to confirm that the axles is turning the same number of degrees left and right. If it is not then that could explain the problem.
