Its not bent bad but when you mount on the truck, The angle between the mounting flange and the bottom of the license plate holder is 80-85 degree (should be 90 degrees). The outside of the license plate bracket is tipped up to the sky, if this makes any "cents".

Do you think if I heat it, I could bend the arm back down to the correct 45 degrees?

I don't want to break it before I know you are going to repo them for sure!!! ha ha
