If the second 8 is a 3 making the number 83913922 than you have a 1949 PW built in Detroit.
Thinking about it further I remembered that the CA built trucks actually start with 88750001, you can't have the number 88713922. So unless you messed up both the 3 as an 8 and the 5 as a 1 you have a 839 Detroit truck.
