A bent disc will drag enough to keep it out of gear, but if put into gear with engine not running, will seem to engage and disengage normally- not enough drag to move the truck, just enough to keep the gears spinning and not allow engagement if runnning.
If the shop I worked at had a brake lathe, I learned to put rebuild discs on the lathe to check for run out. I would reject about 1:3. But today, most discs are brand new, and straight.
