It looks like you need to find a way to suspend the whole thing from the cover plate.
Use 2 1x6s or something that you can slide between the under side of the cover plate and the the gear. Then support the ends of the 1x6s so the shaft is perpendicular to the ground. Use a piece of solid brass shaft (preferable) or a block of wood and drive against the bull gear on each side, in between the 1x6. This should dislodge the shaft from the bushing inside the cover plate.
