This kind of apathy by government to your plight is exactly the sort of thing that breeds disrespect for government and law enforcement.

The first order of business for your local jurisdiction should be finding and prosecuting the criminal who did this. That criminal should also be held responsible for all property damage; you should be compensated in full, and perhaps more.
