I bought mine from vintage about 15 years ago and had a problem with the arm bending at the base where the tubing is pressed together, (The wind force at a blistering 45 mph will do that...).
Looking at the clamping that held the base it was evident that one could clamp the tubing as the two halves where the bolt held the pressed tab in place were already relieved in a crescent shape hollow.
My solution was to cut off the pressed base, shortening the arm length about 1.5 inches, and drilling a hole for the bolt to go through. I spread the hinge to fit the wider base/and the crescent reliefs in the clamps fit the outer tubing circumference just right. All is tight and the mirror stays put against those sind gusts.
