This is an automotive style spin-on filter, right?

If so it could be a backflow issue causing it to blow off. If the pump is leaking back through the intake valve, or a bypass valve in the pump isn't opening properly, it would push fluid back into the filter. The anti-drainback valve in the filter would close to prevent that fluid from moving back to the tank, building pressure inside the filter.

If so then the real solution is to fix the pump, but a cheaper option would be to find a filter without a drainback valve, or try and drill holes through the drainback valve to relieve any backpressure.
