I'm not heavy into PW lowriders, but here's an idea from the gutter. The smallest common tire for a Dodge wheel is 750-16, but you might try some beater junkyard 700-16 or jeep 600-16 tires with tubes (to hold air). You could let some air of of them, but then it becomes harder to move the truck.

If you garage door is really low, how about putting on four bare rims without tires? That might lower it enough to roll it inside, but check for axle housing clearance. You would have to VERY SECURELY weld the side ring to the wheel so it doesn't fly off. This may work only on concrete or some other very hard surface because the weight of the entire truck is on two very narrow edges. Better yet, bend and weld flat stock steel around the tireless rims to keep the side ring on and spread the weight across the entire width of the metal wheel so the truck "floats" better. Add grousers if necessary for traction. Good luck!
