Sounds sort of like the AK "parts kits" that were popular a few years back, made out of AKs whose sheet-metal receivers were torch-cut overseas, except the receiver for an M14 would be a lot harder to make yourself. I've read that it's legal to make a FA gun yourself (e.g. make your own receiver and attach parts from a demilled gun) so long as you register it and buy the $200 "tax stamp" before you make the receiver.

When the federal firearms act was passed, congress still thought that prohibitions on private gun ownership were unconstitutional (imagine that), so instead of banning automatic rifles, short barreled shotguns and rifles, grenades, and silencers, they made it a tax matter and put what they thought would be a exorbitant tax of $200 on them. Back then that was a couple months' pay for the average man so it effectively did make those weapons illegal. Plus, it allowed them to be registered. But now, with FA rifles selling for $10,000-$20,000, I'm not sure a $200 tax stamp on transfer is a big deterrent. They're rich boys' toys anyway.
