The interesting thing is that the M37s PTO has no clearance for bolts (cap screws) at most of the holes, and has barely enough room to get nuts on with your fingertips, whereas the functionally-identical M43 PTO has plenty of room. The flange is a bit thinner, and they've moved the walls of the gear housing further away from the bolts. It could be that it was intended to be put on with studs and somebody just decided to use bolts instead, but that isn't even an option on the M37 version.

On the cracked case, I suspect that any sort of glue will have problems on a crack that oil is continually seeping out of. I wouldn't even be able to keep it oil-free long enough so smear some glue on it. Not much to lose by trying, though.
