If you're going to sand blast, do it yourself with fine sand if possible or find some that can. But first soak each rim/flange in water/lye combination for several days, and then clean with water. After cleaning, keep the rim wet and use a metal chisel and strike the rim working around it. Where you see orange water, you have iron that will need to be broken off with a hammer and punch. This helps to pre-clean the rim and avoid iron from being cleaned while sand blasting, and not being detected to later form rust.

After they are cleaned and painted, you might want to consider coating the rim center/ring and flange inner ring that slips over the rim with candle wax. This helps seal out water that will prevent new rust between the two pieces. I did this with liquid plastic that comes in a spray can. You have to be DARN careful not to get it on the bead seats of the rim cause it’s almost impossible to get the tire off without cutting the tire off. IT WILL LOCK THE TIRE BEAD TO RIM BEAD SEAT PERIOD! If you want cheap bead locks, that stuff will do it, your tire will not come off or slip on the rim! Personal experience.
