Dave,
As Spence said the load is the switch or what ever else you connect to the fuse in your case circuit breaker opposite the input (Line) (feed) side of it.
The circuit breaker is not correct but I would stay with it as it automatically resets itself.
This particular fuse was used to protect the lighting system only.
The brake light circuit,and I believe the dash light circuit get there power from the Load side of the fuse,
Along with headlamps,tail lamps.
Any other accessories, Spot light,turn signals, heater,etc, all had there own "inline" fuse and drew power from the Line side or input + terminal of the fuse.
This information is based on the stock or original wiring configuration.
