I believe the limit of cylinder taper is .007". Less than that, even the manufacturer says re-ring. Check the end gap of the rings, again there is a service limit. Less than that spec, old rings are good to go.

But you'll need to scrape the carbon out of the ring grooves. There are tools for that, but I always had better luck using a broken ring as a scraper.

I think rebuilds are gratuitous spending by so many people today who have have "the best of everything". Some day we will run out of blocks because of them. And drums, due to turning everydamntime.
