Can you use a cut off wheel to remove the welds? Sounds like someone used the the wrong wheel for the shaft. You may not be able to salvage much if you cut into it.
You might be able to unbolt the steering box from the frame and the shaft from the dash and slide it forward as if you were going to remove the box and shaft. This will put the steering wheel down near the floor and you might be able to lift the cab over the steering wheel and out through the hole for floor boards.
