Yes, that is the pick-up tube. You should be able to replace it with the bendable stuff from the parts store. Don't buy the plastic coated, be sure and get the galvanized, it likes solder. Joints have to be tight or it will suck air.

Re: welding gas tanks. Even if dry, they may have enough fumes in them to explode. Purge with an inert gas, co2 or argon, or use a vacuum cleaner hose duct taped to the exhaust of a car. Warm the car up first, make sure it has no leaks in the exhast that migth suck in oxyge. Run the car for 10 minutes or more, then leave it running as you weld.
