Using a itty bitty acetylene torch tip, I heat the screw heads red. No hurry now, let them cool a bit. Then hammer a screw driver bit into them, and try twisting. If that don't work because the drive jumps out of the slot, use a center punch to drive them around, unscrewing far enough to grab with vise grips.
I only had to drill out the ones a previous mechanic had broken the heads off of cold.
