96 F350 Diesel not accelerating consistantly

Hi all,

First of all, happy and healthy holidays to all.

Secondly,

1996 F-350 Diesel, 7.3, 137,000 miles on it, located in NJ/NY city area(so it is cold now).

After 3 hours having plugged in the block heater, it started on the 4th try and ran a little rough.

A few miles later, she slowed down as I pressed on the pedal, then after ten seconds, she kicked in again.

Happened on the Hyway as well.
One minute she is at 60MPH and then she is slowing down.

At a stop, I would press the pedal and no increase of RPM's. Then, the RPM's would go up. Alternator is new, Batteries-good and charging, oil level is proper.

Aside from frozen fuel line or fuel/water filter issue, or dirt in fuel,,What other thoughts does anyone have?

Never had a lift Pump?(I assume this is a fuel pump) changed.

Never had injector pump or injectors changed.

I had to put off looking into this due to family emergency. so the truck has been parked for a few days.
