I guess if you know where it will break (U-joints, typically) you put the loops to catch the long end at that point. But then what if the spline part slides too far one way or the other or comes completely out? There's only so much you can do to protect against what's really an unlikely event. The last time I blew a U-joint it was going up a steep narrow road. It was the rear U-joint that blew, but I had to roll backwards a mile down the road, so it would have dug in good if I hadn't tied it up.

On a winch drive shaft, the front is already captured by the front cross-member, which is probably deliberate so that if the shear pin breaks, the shaft won't go flopping around. That also protects against the front U-joint breaking. If the rear U-joint breaks, the part that keeps moving is firmly attached to the PTO.
