The fellow that put forth that argument argued that that was the reason the military never used locking hubs, given that if the axles, pumpkin etc. were not moving condensation would sit on the top and they would rust plus the beating of the highway and or rough roads without them turning would couple with the rust on top and they would wear uneven resulting in shorter life.
