They are just choked down(powerwise) as they are trying to get less emossions out of them. They (EPA and such) have been trying for years to outlaw 2 strokes. The weight difference going to a 4 stroke would be pretty substantial to my thinking. They keep setting deadlines and this is one of the reasons there was a run on saws last year. Some of the new models had to be more compliant.
