How rare is this thing? Front wheel drive PW

I spotted this just a mile from my house. Talking with the owner it sounds like it was used to move safes or pianos or some such heavy things. The weirdness is that it is front wheel drive only. It has a non-driven rear axle mounted on 4 leaf springs, dropped frame and a low loading height. Anyone know the story, like how many were built? Yeah, I know it's a crappy picture.
