I would venture that you could pull the two cover plates and turn everything around. I have several ptos laying on my shelf (most of which I don't need) which would allow changing the direction of the output shaft.
Your second question is interesting. I don't know about the brake drum locking the output when it's in neutral, but I know it does in some trucks. Wouldn't it be just as easy to re-connect it as it was?
