92 D250/ Allison question

hi guys. I have a 1992 d250 with the cummins and the overdrive transmission and i just moved from minnesota to mooresville north carolina ( i know i feel sorry for myself too haha) but my truck absoulty hates all of the 45mph speed limits around here. it cant make up its mind whether to be in 4th or stay in 3rd. if i keep the od off its at 2000rpm or more which i hate to drive around like that. Ive been thinking abt getting a different vehicle or is putting in a different transmission possible? i was thinking an Allison 5spd. or is it just the way i drive? ha thanks
