There are tub refinishing kits that you can buy at your local hardware store consisting of a two part epoxy paint, that work ok. The process involves etching with muriatic acid to give the surface some tooth, then rolling/brushing on the paint and letting dry for a few days. Note that any of the paints I am familiar with state to not use cleaners containing bleach; the finish quickly dulls.

I used to live in an apartment with a fiberglass tub that was refinished when I moved in. I watched the guy do the work and he filled any chips/holes with epoxy, lightly sanded everything, and then sprayed a Sherwin Williams paint on it. I was not very impressed with how it held up - it dulled and began wearing in some areas over 1.5 years.
