The ring had holes in it, at an inward/downward angle. Used while tire/rim were on the tire machine. Place the ring on the tire, and hit the valve. It blasted a giant gulp of air in between the tire and rim, seating the bead. You would have already been blowing air in the valve stem.
Newer tire machines had them built onto the machine, blasted up from the bottom.
Tubeless tires only.
