I use Monterey CA beach sand #30 in a 40 pound bag for $4. This is fine sand so it doesn’t cut deep but leave a fine rough finish for painting. Primer is Rustoleum Rusty Metal primer with a 15 to 20% Mineral spirit mix for thinning. After it dries for 30 days, put any paint you want over it. You won’t have any problems with rust.
