Galen, you might search the ReNu company, they cut about a 10 inch hole in the top of the tank and go inside and sand blast to clean rust free steel prior to sealing. Sounds kind of wrong to cut a hole in the tank but it seems to work. They claim that any coating that does not get to bare metal will probably come loose and then you have a mess. With the ethanol gas problems of attracting water to our tanks you may want to consider this option. The Daytona Carb. rebuild company feels that ReNu is the best process. Not cheap about $400
