I use the Dizzy Gillespe method to prime the pump.

Remove the gas cap. Put you lips inside, like the filler neck is a giant trumpet mouth piece, and blow. Allow you cheeks to puff out ala Dizzy Gillespe's. They seal your face to the neck. Inhale through your nose, exhale through your mouth into the tank. Once pressure is build up, you ought to be able to hold pressure while breathing through your nose. Hold it til your eyes are watering from the escaping fumes, that ought to be long enough to push gas through the lines.

You did check the pump by hand before you installed it, didn't you? One finger on the outlet, pump it up, it ought to hold pressure. After a few seconds, let the finger off, it should wososh and make a internal ponk as the spring knocks the diaphragm to its stop. May have to clamp it in a vise if you don;t have three hands.

Old pumps get stiff diaphragms. I had a used one that I couldn't even work by hand, the diaphragm was so hardened up. I could see how old pumps slow down and don't pump any more.
