A regular bumper is not too long for UPS unless is over-packed. I've bought 3 sets of them new (front and rear) and the post office always delivered them for about $10.00.
All of the new bumpers came in a paper wrap, not a box.
UPS, USPS, and FedEx all have the same rule- length, plus girth not to exceed 130". Go to all of their web sites for more information.
