I had the same problem after an engine rebuild. I tried various things and ideas, but simply removing the stud, applying a good coating of RTV to both the threads in the block, and the stud worked. I then let it completly cure for 48 hours before adding antifreeze and water again. 3 years later this is still a good tight not leaking stud.
