A WC-21 is a Weapon Carrier w/o winch. It must be a WC-6 or WC-15 since it has the early civilian style gauges.
This was on eBay last month, so it must not have sold then. It looks like a nice restoration, although the engine looks a little ratty.
I don't know what the reserve is, but it must be worth in the $10,000-$15,00 range?
