You just found your problem. If you have no shims, the steering knuckles are to tight. You test the torque foot pounds by turning one of the steering knuckles using one of the cap screws and torque wrench. you have to add/subtract shims to adjust the steering knuckle for the correct foot pounds, and you always have to use shims to do it.
