An L700 is rated at over 26.1k GVW,and requires a CDL.It should have air brakes ,the lighter L600 is under the 26k rating and does not need a CDL.There are various max gvw's within each group,with different axle ratings available. I have an L600 with hydraulic brakes .I'll post a picture of mine if it works.-RT
