It has a primer lever on it. When I pump the primer lever, it goes up to 7 psi. When I run the engine, it only makes 2 1/2 psi.

Hmm, while the cam is pushing the lever, the lever pulls the plunger against the diapragm and spring, making NO pressure. It's only when the spring pushes against the diaphragm that you have pressure. Faster the engine revs, the less time the spring is pushing against the diaphragm. So, 7 psi cranking, 2 1/2 psi when idling could be normal ? But a bad outlet valve might make this worse?

I had the pump off, but didn't open the valves. I think I can do that on the engine.

Do valves get rotted by modern gas?
