Check your lines for obstructions.I had some thing like that happen once. It was a piece of silicone , that got sucked into the fuel line . I thought it was the pump until a new pump acted the same. I have no idea where the silicone came from but it really blocked the line. I now have a screen on the pick up tube in the tank.
