The spring on the choke valve lets it get sucked open a bit.

If you have no spring, like when you put a cable on an auto-choke carb, it make it very difficult to drive. You have to open the choke as the engine revs up, then close again after you shift, when the engine revs are down.

The spring lets you have much more leeway in knob settings.
